Not quite.
You see, according to Taoist "Cao Dai" belief system, the Monad, meaning 'Supreme Being' divided itself into Yin and Yang - the positive and the negative.
Yin and Yang then interacted together and created the two realms of the spiritual (Yin) and the physical (Yang) thus giving birth to the universe, with the universe in turn following the same principal of 'interaction' and 'expansion'.
Hence, it is the Tao (Dao) that begets one, one begets two, two begets three, and three begets ten thousand things. In short, it's all about getting laid. :D

I don't know what it means either but it's a sign for an art gallery I believe. The little square thing is a tiny display embedded in the mirrored window.
